Under the leadership of President Donald J. Trump, the United States renegotiated the North American Free Trade Agreement and replaced it with an updated and balanced agreement that works much better for North America, the U.S.-Mexico-Canada Agreement (USMCA), which came into effect on July 1, 2020. The USMCA is a mutually beneficial benefit to workers, farmers, farmers and businesses in North America. The agreement creates more balanced and reciprocal trade that supports high-paying jobs for Americans and cultivates the North American economy. On June 1, 2020, USTR Robert Lighthizer`s office released the uniform rules, which are the final hurdle before the agreement is implemented on July 1, 2020. The text of the agreement is available here: An April 2019 Analysis by the International Trade Commission on the likely effects of the USMCA found that the agreement, if fully implemented (six years after ratification), would increase U.S. real GDP by 0.35 per cent and total employment in the United States by 0.12 per cent (176,000 jobs). [114] In the summer of 2019, Larry Kudlow, Trump`s chief economic adviser (the director of the National Economic Council at Trump White House), made unfounded statements about the likely economic impact of the agreement and overstated forecasts related to jobs and GDP growth. [114] The original NAFTA labour and environmental provisions were added in the form of additional letters after the signing of the original agreement in order to win the support of Democrats and ensure the adoption of the agreement under the Clinton administration.

The U.S.M.C.A. defers these chapters to the main part of the trade agreement, which means that issues such as the right to organization are now subject to the normal procedures of the Dispute Settlement Pact. NAFTA required automakers to produce 62.5 per cent of the vehicle`s content in North America in order to qualify for a zero tariff. With the new agreement, this threshold will be increased to 75 per cent over time. This should force automakers to buy fewer parts for a „Assembled in Mexico” car in Germany, Japan, South Korea or China. The pact also requires that 70 per cent of a vehicle`s steel and aluminum come from North America, with steel both melted and poured onto the continent. The agreed text of the agreement was signed by the heads of state and government of the three countries on November 30, 2018, as an incidental event at the 2018 G20 summit in Buenos Aires, Argentina. [34] The English, Spanish and French versions will also be binding and the agreement will take effect after ratification by the three states through the adoption of enabling laws. [35] This agreement is the result of a renegotiation between the member states of the North American Free Trade Agreement between 2017 and 2018, which formally approved the terms of the new agreement on 30 September 2018 and 1 October.
